chore: Enable Dependabot version updates, excluding c2pa - #317

Re-enables the cargo and github-actions Dependabot config that was disabled pending repo setup -- branch-protection rulesets and org secrets are now in place on main and stable. Excludes c2pa via an ignore rule since it now has its own express lane: track-c2pa-rs-main.yml on main, c2pa-release-bump.yml on stable. Co-Authored-By: Claude Sonnet 5 <[email protected]>
