fix: Use CROSS_ORG_PR_TOKEN for release-rc.yml workflow dispatch - #327

RELEASE_PLZ_ORG_TOKEN lacks workflow-dispatch permission on this repo (confirmed by the 0.28.0 train cut failing with HTTP 403, same failure mode already fixed in c2pa-rs's release-train-cut.yml). Switch to CROSS_ORG_PR_TOKEN, matching that fix. Co-Authored-By: Claude Sonnet 5 <[email protected]>
