chore(monitoring): bump system/monitoring images to current upstream release #2892

Bump the system/monitoring package to the latest upstream release.

The currently pinned images carry outdated packages with published security fixes: cryptography, golang.org/x/crypto, github.com/moby/spdystream, github.com/jackc/pgx/v5, github.com/russellhaering/goxmldsig, github.com/buger/jsonparser, github.com/golang-jwt/jwt/v4, github.com/getkin/kin-openapi — 8 known CVEs total, including 1 critical.

Routine maintenance bump: verify with helm template / helm lint and a dev-cluster deploy.
