Bump the core/talos package to the latest upstream release.

The currently pinned images carry outdated packages with published security fixes: libcrypto3 (2), golang.org/x/crypto, golang.org/x/net, google.golang.org/grpc, github.com/sirupsen/logrus — 6 known CVEs total.

Routine maintenance bump: verify with helm template / helm lint and a dev-cluster deploy.
