Bump the system/openbao package to the latest upstream release.

The currently pinned images carry outdated packages with published security fixes: github.com/openbao/openbao (2), libcap2, github.com/jackc/pgx/v5, libexpat — 5 known CVEs total, including 1 critical.

Routine maintenance bump: verify with helm template / helm lint and a dev-cluster deploy.
