Jpeg 9f was released #821

https://www.ijg.org/ states the latest release of Jpeg is 9f

The current version is release 9f of 14-Jan-2024. This is a stable and solid foundation for many application's JPEG support.

We're currently using 9e-p0, a cmake-ified and hunterized version from: https://github.com/cpp-pm/jpeg/tree/hunter-9e

That version makes problems as it has a too old CMake version 3.0

  Compatibility with CMake < 3.5 has been removed from CMake.

  Update the VERSION argument <min> value.  Or, use the <min>...<max> syntax
  to tell CMake that the project requires at least <min> but has been updated
  to work with policies introduced by <max> or earlier.

  Or, add -DCMAKE_POLICY_VERSION_MINIMUM=3.5 to try configuring anyway.
