We've been experiencing intermittent build failures #1807
Description
Background
The build is failing on recent PRs and merged commits. Upon investigation, this is because of linting failures on the commit message. We need to make it clearer when linting is a point of failure in the CI/CD pipeline, update guidance for future contributors, and make master stable for future PRs.
Work required
- Separate the current CI build job into lint, build, and test #1815
- Add linting requirement to documentation #1816
- Make master stable #1817
