Publish qsv as an official WinGet package #4236

Is your feature request related to a problem? Please describe.
Currently, qsv is not available through Microsoft's Windows Package Manager (WinGet). Windows users must manually download releases from GitHub or use alternative installation methods, which makes onboarding and updating qsv less convenient.
For organizations and developers who standardize software deployment through WinGet, the lack of a package creates additional friction for installation, version management, automation, and CI/CD workflows.
Describe the solution you'd like
Publish qsv as an official WinGet package in the Microsoft WinGet Community Repository.
This would allow users to install and upgrade qsv using standard WinGet commands:
winget install dathere.qsv
winget upgrade dathere.qsv

@redaready , I do not have ready access to a Windows machine to test #4367 .
So until somebody does, won't be able to merge the draft PR.
