feat: add patched sccache with RetryLayer for reliable GHA cache writes

sccache v0.15.0 constructs the OpenDAL GHA operator without a
RetryLayer, so transient Azure Blob Storage errors (HTTP 5xx, 429)
silently fail cache writes (~40% failure rate on busy runners).

This adds:
- .github/patches/sccache-retry.patch: adds RetryLayer with exponential
  back-off (5 attempts, 500ms-30s, jittered) to src/cache/gha.rs
- .github/workflows/build-patched-sccache.yml: builds patched binaries
  for linux-x86_64, linux-aarch64, macos-arm64, windows-x86_64
- Updated setup-sccache-* actions to prefer patched binary from our
  repo's releases, falling back to upstream if unavailable
