Decided (2026-09-14): every review queue is handled by the agent, not only duplicates. Today the governor (0025) takes pending duplicate pairs; conflicts, low-confidence facts, unconfirmed facts, concept mappings, axiom violations and ontology defects wait for a person.

0025 left this open ("the other queues join the same governor"). Shape to follow, per queue:

• Precedents from that queue's human decisions in audit_events.
• A look with read tools where one helps.
• An action mapped onto the existing decide path.
• A gate for what cannot be undone.
• An agent_decisions row with target_kind extended.
• A person's answer still overrides and becomes a precedent.

Order: conflicts first, since they are what held the lease bench, then low-confidence and unconfirmed facts, violations, defects, and mappings. The interface comes after the capability.

Open: the pending queue (memory facts waiting for a person's nod, 0015) was earlier kept out of the agent's hands.
