Decide on the placement of the dropdowns and buttons #64
Description
- Create two rows at the top including a tools panel and data selection
- Annotate the data selection dropdowns
- Move the zoom bar above the line plot
- Move clear selection into tools near select/deselect
- Change select/deselect to radio buttons

I'm working on several of these changes in the
local-configbranch, but moving the zoom bar will require some additional SVG math and labeling the dropdowns will require some extra CSS tweaking. Those might be better handled in separate branches/commits.Place the clear button in the same row as the radio buttons
