I think NuGet's codeflow into dotnet/dotnet is really out of date: dotnet/dotnet#3273.

Once dotnet/dotnet#3273 is merged, I think things should be better.

I see RoslynBuildTaskTests are failing, that needs #51192, I will cherry-pick it here.

EDIT: Actually let me just do a minimal change here to fixup the tests and I will follow up with that PR which improves the tests a bit more.
