[Bug]: Flatpak doesn't handle 401 status from server with OCI registry with anonymous requests block #6852

How to reproduce

1. Apply this patch to forgejo instance
2. Upload oci flatpak runtime/application to public registry
3. Add remote to flatpak
4. flatpak remote-info my-remote org.example.MyApp
5. Got Server returned status 401

Expected Behavior

Flatpak requests token (what it did on install/update/.. commands

Actual Behavior

Flatpak just got 401 status code
