Add DevTools extensions support for interacting with the analysis server #7658
This is possible today now that the Analysis server is a client of the Dart Tooling Daemon (when using VS Code or IntelliJ / Android Studio). For specific Analysis Server APIs folks would like exposed over DTD, please comment here: dart-lang/sdk#60377.
