Debugger variables expanded state should persist on stepping #872

Repro steps:

• Add and trigger a breakpoint
• Expand the variables in scope

• Step Over
• Observe variables are collapsed

If we wanted to see the value of the _headsCount var change as we step through the method, we'd have to keep expanding the variables each time we step.
