It seems I can kick off the service programmatically with
await Service.controlWebServer(enable: true, silenceOutput: true);, if I need it.So, this stopped being blocker.

Sometimes tests need to be run in debug mode, i.e. with vm available.
It is not for debugging, but for memory troubleshooting, for example, to get retaining paths for non GCed objects.
I can run
dart test --debug, but it is not available for flutter.Right now the only flag that sets debug mode for flutter testing is
--start-paused, but it requires a debugger to be connected, that is inconvenient.It is needed to serve this PR: dart-lang/leak_tracker#63
