[Web] image is cached with webHtmlElementStrategy

Steps to reproduce

Create an Image.newtork with WebHtmlElementStrategy.prefer
Add another Image.newtork, with same url as the image before, but with WebHtmlElementStrategy.never

Expected results

The second image should not use the HTML element
