Steps to Reproduce

With single iOS device or Simulator present:

  • flutter create hello; cd hello
  • add plugin dependency to pubspec.yaml
  • flutter run
  • edit ios/Podfile arbitrarily, e.g. make it invalid
  • flutter run
  • Note: pod install was not re-run
