Steps to reproduce

Opening ExpansionTile throws exception on Windows, problem was introduced in 3.38 , 3.35.7 works fine

Expected results

It should be without any error

    Thanks for the report. Seeing the same behaviour with latest SDK versions. WAI on 3.35.7. My colleague has verified.

    I'm having the same problem when calling SemanticsService.sendAnnouncement(...). It happens only on Windows
