Part of Intel deprecation: #188328

Remove Mac_x64 and mac_x64_ios builders. Ensure all builders are already running on ARM Macs. For example:

flutter/.ci.yaml

can be removed, since it's already covered by

flutter/.ci.yaml

    Note: if we literally just deleted the builds from .ci.yaml, it would break the beta and stable releases where those configs are still expected to exist (and we still want these x64 tests to run). For now, let's add:

        enabled_branches:
      - beta
      - stable

    to these builds. Then, when we're ready to stop running these builders everywhere (after the next stable) we can totally remove them.

    This is completed in master as of #189301.

    This issue can be closed once that reaches stable and all builders are fully deleted.
