iOS builds sporadically hang at executing xcodebuild -list. This happens so for ~20% builds (every 5th build). We've tried building different iOS apps, reinstall Flutter from a scratch (channel Stable), removing $HOME/.pub-cache

Steps to Reproduce

  1. rm $HOME/.pub-cache
  2. git fetch
  3. flutter channel stable
  4. flutter upgrade
  5. cd $HOME/myapp
  6. flutter build ios --debug --no-codesign -v

    This is very badly effecting codemagic.io builds to the point we have to retry building tons of times.

    Can this be prioritized in any way?

    I don't know why /usr/bin/xcodebuild -list would be flaky. Presumably it would either fail if something is misconfigured, or succeed. Baring a real treatment of the underlying cause, we could add timeout/retry logic around that call which should reduce some of the flakiness.

    If you're experiencing this bug, it would helpful to know which version of flutter and xcode you are using.

    @kentcb We're reluctant to cherry-pick this onto stable because we don't really fully understand exactly what fixed it and what the cause was. If you know exactly which commit to flutter/flutter fixes this for you, you could create your own branch locally and cherry-pick the fix onto that branch then ship from that.

    This happens with two different projects without any specific build configurations.
    We also tried the most recent stable version of flutter - 1.5.4-hotfix.2, the build gets stuck as well.

    I continue to see this behavior on latest stable, Channel stable, v1.7.8+hotfix.3, on Mac OS X 10.14.5 18F132. Roughly 25% of unsigned iOS builds will hang. The same codebase does not hang during Android builds.

    Command used: flutter build ios --release --no-codesign -t lib/main.dart

    Not sure if related but I'm observing a hang in xcodebuild of 8 or more minutes without any console output when running on azure pipelines (macOS-10.14 vm). After the wait it actually builds. In my local environment there's no such hang, but the build takes equally long in total. So it seems that in my build environment the console logs are just held back for a long time somehow.
    I'm using v1.7.8+hotfix.4

    @fresswolf I am experiencing the same thing on AzureDevops although it just hangs and never completes. Cancelling the build and restarting it usually fixes it.
