Install the latest Android SDK 29.0 or any latest stable version.
You have 28.0.3 which is having a problem.

I have 29.0 sdk yet I get this error
Error message:
Finished with error: Exit code -1073741701 from: C:/Users/Zyllus/AppData/Local/Android/Sdk\build-tools\29.0.0\aapt dump xmltree E:\Android_Apps\flutter_app\build\app\outputs\apk\app.apk AndroidManifest.xml
Edit: The issue can be solved by removing SDK. I had multiple SDK installed, remove the SDK mentioned and it will start working
