Include timeouts for child processes #39141

Closed

Description

@zanderso

Ocassionally, the tool spawns a program in a child process that takes a long time. We should add a parameter to the async process runners in process.dart that specifies a timeout. When a command times-out, we should send an event to analytics. A wrinkle here is that we'd also like to send an even to analytics if the flutter tool receives SIGTERM or SIGQUIT while a child process is running.
