https://fuchsia-review.googlesource.com/c/fuchsia/+/331824 added a switch to dump the PM serve port out to a file. This will be more stable than the current stdout.
Probably not critical, but at some point the PM team could change the way the stdout works and break our current logic. We should update fuchsia_ctl to use the file.
