liveRegion not working as expected on Android

I would expect the following program to make polite announcements when the counter updates, but it doesn't.

This might be a user error. The following does seem to work as expected:

If I set liveRegion: _counter > 1 and then increment a few times, it announces 2 when I hit 2 but then doesn't announce again.

Another find: https://github.com/flutter/engine/blob/master/shell/platform/android/io/flutter/view/AccessibilityBridge.java#L228 doesn't seem to implement handling for the UpdateLiveRegionAnnouncement, so sending that is basically a no-op.
