Move "flutter update-packages" command to dev #50646

Description

@jonahwilliams

The flutter update packages command is only used to initialize/upgrade/track dependencies for the flutter repo. If it is accidentally invoked by a user, they may put their repository into a bad state which requires either resetting it with git or re-downloading. To guard against this, we should move the logic of this command to dev, and leave a breadcrumb in the tool to the new location.
