Gallery, Pesto: app bar starts big, shrinks, when recipe is hero'ed down #5351
Description
Open Gallery, tap into Pesto, scroll up enough to shrink the app bar down to the smallest size. Then, tap on a recipe. Then, tap back.
Notice how the app bar starts big and shrinks back to the minimized size as the recipe is transitioning down.
The expected behavior is for the app bar to not shrink from big to small, but to start small and animate of fade in.

Addressing this might improve visual performance of the recipe hero'ing down.
