Whille debugging failures in https://github.com/flutter/flutter/pull/85325/checks?check_run_id=3025626159 , I've found that asserting for output can fail unless a message is repeated N times. This may indicate that print statements get dropped somewhere along the line of a hot restart

    To repro, remove the while loop from the generated web hot reload template. This will cause the print statement to made only a single time, which has a high chance of getting lost.
