   The issue was there were two dependencies defined in the build properties:

   https://ci.chromium.org/ui/p/flutter/builders/prod/Linux_android%20complex_layout_android__compile/144/overview

   {

       },
       {
         "dependency": "android_sdk"
       },
       {
         "dependency": "curl"
       },
       {
         "dependency": "open_jdk"
       }
   

   The recipes logic goes through these as a for loop. So it correctly installed java 11, but then at the end it also installed java 8. I can send a CL to deduplicate dependencies in the config (one is platform specific and the other was target specific)

   CL has landed and an additional assertion has been added in the recipes (https://flutter-review.googlesource.com/c/infra/+/17181)

   @blasten can you reland the PR again?
