Code Review
This pull request adds support for offscreen MSAA in the Windows OpenGL compositor by introducing a new rendering branch and corresponding unit tests. Feedback on the changes points out a critical correctness issue: the offscreen MSAA path does not allocate a texture or implement a resolve step, which will cause compositor binding failures and a blank screen. The reviewer recommends removing this branch and falling back to the single-sampled path, allowing Impeller to manage offscreen MSAA internally.

Changelog Description:
Explain this cherry pick:
See best practices for examples.
< Replace with changelog description here >
[flutter/190060] When running an app on Windows with Impeller, drawing paths and clipping regions had jagged edges.
Workaround:
Is there a workaround for this issue?
Yes, downgrading to Skia.
Risk:
What is the risk level of this cherry-pick?
Test Coverage:
Are you confident that your fix is well-tested by automated tests?
Validation Steps:
What are the steps to validate that this fix works?
I ran a Flutter app that clips a rectangle into the shape of a circle on a remote vm windows instance. I also ran it on a differ windows machine. I also recorded it with renderdoc and saw the MSAA process working.
