[CP-beta]Denylists b-series powervr from vulkan - #191904

The b-series of powervr seemed okay with quick testing. It was enabled in flutter#173561 but since then we've gotten quite a few reports against it. This pull request updates the Vulkan driver blocklist for PowerVR GPUs in Impeller by changing the threshold for known bad drivers from GPUs older than PowerVRGPU::kBXE to those older than PowerVRGPU::kCXT. The unit test DriverInfoVKTest.PowerVRBSeries has been updated to reflect this change, now expecting IsKnownBadDriver to return true for kBXM. There are no review comments, and I have no feedback to provide.
