Fixes #78756.

  • Adds stateful and stateless widget API sample templates for state restoration.
  • Migrates existing state restoration samples to make use of the new template.

Merging as only Cirrus tests are failing due to known issue (#78758), but all the equivalent LUCI tests are passing
