Remove suppressTracing / isTracingSuppressed #22282
Description
The OTel-Context-based suppress helpers imported from @opentelemetry/core (distinct from @sentry/core's Scope-based suppressTracing / isTracingSuppressed, which already exist).
Both read/write the same context key (SUPPRESS_TRACING_KEY), so vendor them together as one module.
Used in packages/opentelemetry/src:
trace.tstracer.tspropagator.tsutils/suppressTracing.ts- tests:
test/propagator.test.ts,test/tracerProvider.test.ts
