This issue is very similar to #795, however the workaround in #787 (comment) doesn't resolve the issue.

google java format is enabled for the project; reformatting does not change anything, claiming "No lines changed: content is already properly formatted" even when it clearly isn't.
There are no exceptions or error in the IDE log.
