[pubsub] Add support for streaming pull keepalives from the server #7818

This is a new-ish feature from the service team. Currently, we send keepalive pings to the server once per 30 seconds. However, there's no real indication if the server is receiving them, if no data is being sent. This feature tells the server to send ping responses, and both sides disconnect if nothing is received in 30 seconds.
