functional-basic failed when deploying Openstack for Bobcat #3371
Description
CI jobs are failing for deploying OpenStack for Bobacat. Seeing the logs, it is probably because Devstack changed the Bobcat release to eol.

We've retired the bobcat CI after the upstream openstack release went EOL, which was also the reason for the failure.
