[v2] Remove legacy workflows - #3695

Backports to v1 are already handled by the backport.yaml workflow on the main branch, making this workflow unnecessary on v2.
The ensure-labels workflow was targeting the non-existent 'master' branch and label syncing is already handled from the main branch.

These workflows are called from main so it's confusing to have them in the v2 branch.
