Add an agent skill (.agents/skills/debug-ci/SKILL.md) that provides structured instructions for debugging Gophercloud acceptance test failures in GitHub Actions. Replace the static version table with a pointer to the workflow files. The matrix changes over time and a hardcoded table would go stale.
