[v2] baremetal: also account for Frequency as an empty string - #4021

Regression in 0bffcd8: frequency can also be an empty string. Unmarshalling json.Number breaks that. This change adds a custom unmarshall for CPU information. This needs a clean-up in v3. Signed-off-by: Dmitry Tantsur <[email protected]>
