Windows Maintainer #251

Description

@eborden

@kazu-yamamoto I do not believe Windows users of network are being well served. I have 0 Windows expertise and don't really have the bandwidth to learn enough about the quirks of its network stack to be helpful. It would be useful for us to seek out a new co-maintainer to manage Windows support. I'm not sure if there is enough traction on Windows to even fill this role, but I think we'd be negligent not to inquire.

How do you feel about seeking an additional maintainer? Should I move forward in this search?

    Yes. We need another maintainer for Windows.
    Are you planning to post a message to haskell-cafe?

    Yes, I would announce this on haskell-cafe and likely post it to reddit. I'll run any announcement by you before sending it out.

    Well, I'm certainly willing to help keep the wheels on the wagon, I was planning some changes to network anyway to eventually pick up the work @joeyadams started.

    @Mistuke I added you to the collaborators list. We'd need @gbaz or @hvr to add you to the haskell org.

    @eborden you're now a team maintainer for @haskell/network ; this means you should be able to manage the membership of that team yourself now
