Utilize Weak for finalizing socket on GC in 3.0.0.0#299

We were previously utilizing finalizers on MVar in 2.7.0.0. We've removed SocketStatus and the MVar that wrapped it, so we no longer have that option. We should utilize Weak for this purpose:

    Will need to play with this but addFinalizer should work:
