Chart Helm release action broken since v1.19.6 #2242

Describe the bug
The action to release helm charts is currently broken due to an helm update to v4.

Expected behavior
Action should be able to release newer versions of helm charts.
To Reproduce
Start the current action

Knative release version
From v1.19.6

Additional context

Helm has been updated to v4 which introduces verification for helm plugins during the installation.
Currently repo-html doesn't support verification.

This verification can be bypassed using --verify=false.
