run lerna publish so slow #4140

Current Behavior

In a monorepo. The lerna publish command is taking too long to execute. Debugging revealed that the Arbortist.loadActual() method within the packDirectory step is the bottleneck. A specific stage within loadActual consumes most of the time. What would be the impact of skipping this stage?
