switch to ty when it is stable

some features that I think would be useful:

• Support for dataclass_transform converters astral-sh/ty#972
• prefer declared type over inferred type astral-sh/ty#136
• Support narrowing on tuple match cases astral-sh/ty#561
• Support typing.Unpack astral-sh/ty#1746
• Support closed and extra_items for TypedDicts (PEP 728) astral-sh/ty#3096

Pyrefly

some features that I think would be useful:

• Feature: Recursive type aliases facebook/pyrefly#60
• Pyright diagnosticMode: "workspace" equivalent in Pyrefly facebook/pyrefly#397
• Feature request: Add codeactions (ignore error) facebook/pyrefly#675

I prefer ty because it seems to support redeclarations and intersection types better.
