This PR adds support for Reading TIFF data stored at HTTP locations which expose the ability to specify byte-based range reading.
The library included (
scalaj-http) is a very thin wrapper around Java'sHttpUrlConnection. It provides some useful features (it is syntactically far superior to the java it wraps), cleans up after itself, brings in no further dependencies, and is licensed under Apache 2.0.Testing required adding another container. Testing should now kick off a container which serves contents from
spark/src/test/resourcesand accepts range-based reads.
