Allow DAP progress notifications to be shown more prominently than the status bar #101791

Extracting this from #101405 (comment) since it's not really the same issue:

I changed Dart/Flutter over to using DAP progress notifications (from previous custom messages that showed full notifications for progress). I've had a few comments suggesting the status bar notifications may not be obvious enough requesting the full notifications are brought back.

I think progress messages tend to fall into two fairly distinct categories:

• things like "Analyzing...", where we want to show something is happening, but it's not directly related to what the user is doing
• things like hot reload/launching/building - something specifically started by the user and that they are waiting for to complete before doing anything else

The second type I think could be better shown as more obvious notifications (it's something I'd like myself - sometimes when I press F5 to launch my VS Code extension code I wonder why nothing is happening - the only indication is "Building..." in the status bar - I'd rather have an expanded notification).
