Deleting a folder with headers still suggests the deleted headers in include completion results with recursive includes #12636

1. Delete a folder with header files.
2. Use #include completion.

Bug: The deleted folder/header still appears in the results. They go away after doing a reload window, so it seems low priority to me. Repros with 1.21.6 and 1.22.0.
