v1.31.4 installation issue "Reinstalling the Extension.md cannot be found" #14389

I'm getting this message "Reinstalling the Extension.md cannot be found" when starting the extension.
I found that there is a reference to the 'Reinstalling the Extension.md' file in ms-vscode.cpptools-1.31.4/dist/src/main.js but the file is not present in vsix (in extension directory)

This is the windows x64 vsix
