Summary

Closes #13109

The ownCloud → Nextcloud migration page was missing two practical hints from real migrations:

  1. When version.php only lists a slightly older ownCloud release than the one you are migrating from, temporarily extending $OC_VersionCanBeUpgradedFrom['ownCloud'] (then reverting) may be required.
  2. After each major upgrade step, wait for background migrations to finish before starting the next major (link to Approaching Upgrades).

Test plan

  • Render admin_manual/maintenance/migrating_owncloud.rst / docs build
  • Confirm wording matches current version.php / upgrade guidance

AI disclosure

This PR was drafted with the help of AI coding assistants (Cursor agents / LLM-based tools), including the description. I am responsible for it and happy to rework anything that doesn't fit.

The commits don't carry Assisted-by: trailers yet; I can add them if wanted (that needs a force push).

Add hints for temporarily extending $OC_VersionCanBeUpgradedFrom when version.php is slightly older, and for waiting for background migrations after each major step.

Closes nextcloud#13109
