Login page is not loading server.css, causing inconsistent font #4676

I was testing registration and found the font on registration and login page looks different, turns out registration page (which is a guest page) loads OpenSans but login page does not. I believe loading OpenSans should be the desired behavior?

Digging deeper I found that OpenSans loading is specified in font.scss which is a part of server.scss, but on the login page server.css is not included.
